Applicability: For the purposes of these Regulations, the term “public security video and image information system” (a “Public Security System”) means a system that collects, transmits, displays and stores video and image information of an area having a bearing on public security by means of the installation of image capturing equipment and related facilities in a public space (Article 2).

Main contents: The installation of image capturing equipment and related facilities is prohibited in the following areas and locations of a public space:

(1)        inside the guest rooms or private rooms of hotels, restaurants, guesthouses, hostels, bed and breakfasts and other such premises engaging in hospitality, catering and accommodation;

(2)        inside rooms in student dormitories or the lodging or rest service rooms provided by entities to their employees;

(3)        inside public bath/shower rooms, toilets, changing rooms, nursing rooms and fitting rooms; and

(4)        other areas and locations where the installation of image capturing equipment could photograph, peep on or eavesdrop on other people’s privacy (Article 8).

The installation of image capturing equipment and related facilities in non-public spaces may not jeopardize public security or infringe upon the lawful rights and interests of others, and the video and image information relating to public security, personal privacy and personal information that is collected may not be illegally provided to third parties or publicly disseminated (Article 33).
