Network trading platform operators are required to submit information on the identities of online trading business operators.
Main contents: [Identity information of online business operators] A network trading platform operator shall, in accordance with the requirements of relevant regulations and standards, submit information on the identities of the following online trading business operators to the provincial level market regulator of the place where it is domiciled:
(1) for the online trading platform operator, its name, unified social credit code, residence or principal place of business, contact information, platform name and website link;
(2) for a platform merchant that has carried out market entity registration, information such as its/his/her name, unified social credit code, actual business address, contact information, name of the online store and website link; and
(3) for a platform merchant that has not carried out market entity registration, data such as his/her name, identity document number, actual business address, contact information, name of the online store and website link or written description of the way to access it, a self-declaration of the specific circumstances that make him/her exempt, in accordance with the law, from carrying out market entity registration, etc.; a platform merchant that has an aggregate annual trading turnover exceeding RMB 100,000 shall be specially labeled and the carrying out of registration as a market entity by such platform merchant shall be promptly procured in accordance with the law (Article 7).
[Leads and data relating to illegal acts] Where an online trading platform operator discovers that information on a good or service on the platform violates a market regulatory law, statute, rule or regulation, harms a national interest or the public interest or runs counter to public order and good morals, it shall report the same to the market regulator at the county level or above of the place where it is domiciled within five working days from the date of discovery and provide such leads and data relating to the illegal act as information on the identity of the platform merchant, the name of the online store, information on the good or service, a description of the illegal act, relevant records that have been kept, handling measures, etc. (Article 8).
