Main contents: The carrying out of specialized subcontracting of road works is encouraged, provided that the same is done in accordance with the law. A contractor may carry out labor service cooperation in accordance with the law, but it is prohibited from subcontracting construction done in the guise of labor service cooperation (Article 3).
