Article 1:   These Measures have been formulated in accordance with laws and regulations such as the PRC Law on the Protection of Personal Information in order to protect rights and interests in personal information and regulate activities associated with the overseas1 transfer of personal information.

第一条 为了保护个人信息权益，规范个人信息出境活动，根据《中华人民共和国个人信息保护法》等法律法规，制定本办法。
