CBIRC revises regulations to achieve equal treatment for domestic and foreign bank investment

Promulgated: September 2, 2022

Effective: October 8, 2022

Main contents: The Decision revises relevant provisions of the China Banking and Insurance Regulatory Commission, Implementing Measures for the Administrative Permission Items of Chinese-Invested Commercial Banks, the China Banking and Insurance Regulatory Commission, Implementing Measures for the Administrative Permission Items of Small and Medium-Sized Rural Financial Institutions and the China Banking and Insurance Regulatory Commission, Implementing Measures for Administrative Permission Items of Foreign-Invested Banks, with the main revised items including: narrowing the scope of approval of the qualifications of senior executives of banks for their respective positions, streamlining the relevant qualification conditions for such positions, optimizing the scope of, and mechanism for, the approval of bond offerings by banks and revising certain provisions in line with the principle of equal treatment of domestic and foreign investment.
