Main contents: On the basis of the policy of deferment of payment of three social insurance premiums for a period of time implemented for the five particularly difficult industries of catering, retail, tourism, civil aviation and road, water and rail transport, the scope of implementation shall be further expanded with a focus on manufacturing enterprises whose industrial and supply chains have been significantly impacted by the pandemic and that are experiencing production and operation difficulties. A difficult enterprise in an industry to which the scope of deferred payment has been expanded may apply for deferred payment of the portion of the three social insurance premiums payable by the entity. The deferred payment of old-age insurance premiums shall be implemented until the end of 2022 and the period for the deferred payment of work-related injury and unemployment insurance premiums shall not exceed one year. The period of deferral of payment of old-age insurance premiums by the originally specified five particularly difficult industries shall be extended accordingly until the end of 2022. Late payment fines shall be waived during the deferment period.
