These Provisions have been formulated pursuant to laws such as the PRC Civil Code, the PRC Environmental Protection Law and the PRC Civil Procedure Law, and in light of adjudication practice in order to duly try ecological and environmental tort cases, effectively, and in a timely manner, protect the ecology and environment, safeguard the lawful rights and interests of civil subjects and implement the principle of protection as priority and prevention as the main focus.

为妥善审理生态环境侵权案件，及时有效保护生态环境，维护民事主体合法权益，落实保护优先、预防为主原则，根据《中华人民共和国民法典》《中华人民共和国环境保护法》《中华人民共和国民事诉讼法》等有关法律规定，结合审判实践，制定本规定。
