Main contents: Comparing with the first draft, the second draft changes the term "data activity" to "data processing" and redefines it to mean the collection, storage, use, processing, transmission, provision, disclosure, etc. of data, changing "dealing in" to "transmission" (Articles 2 and 3).
The state subjects data on controlled items relating to the safeguarding of national security and interests and the performance of international obligations to export control in accordance with the law. National interests are also added to the second draft (Article 24).
