Part One: General Provisions

第一章 总则

Article 1:    These Measures have been formulated in accordance with relevant laws, regulations and documents in order to thoroughly implement the decision and deployment of the Central Committee of the Communist Party of China and the State Council on intensifying the comprehensive pilot project for the new round of further relaxation in the service industry in Beijing, further promote the new round of high-level opening of Beijing's financial industry to foreign investment, expansion of the scale of utilization of foreign investment and enhancement of the quality of utilization of foreign investment, promote the development of the equity investment market in Beijing and promote innovation in science and technology financing in Beijing.

第一条 为贯彻落实党中央、国务院关于深化北京市新一轮服务业扩大开放综合试点的决策部署，进一步推动本市金融业新一轮高水平对外开放和扩大利用外资规模、提升利用外资质量，促进本市股权投资市场发展，推动本市科技金融创新，根据有关法律、法规及文件规定，制定本暂行办法。
