New buildings in county seats may be subject to environmental restrictions

Main contents: Population density in a county seat shall be kept at 6,000 to 10,000 persons per square kilometer and the ratio of gross floor area to construction land area in the built-up area of a county seat shall be kept at 0.6 to 0.8 (Article 2(2)).
