Allocation of carbon emission allowances will be conducted for free at the initial stage

Main contents: The allocation of carbon emission allowances includes allocation without consideration and allocation with consideration, with allocation without consideration being the main method initially. As required by the state, allocation with consideration will be brought in at an appropriate time, with the proportion of allocation with consideration to gradually increase (Article 8).
