Main contents: The List includes 123 items, a reduction of eight items compared to the 2019 version. For example, there are three items that relax "check and approval of forestry resource asset appraisal projects", "certification of the qualifications of mining rights appraisal institutions" and "certification of the qualifications of carbon emission trading review institutions". The list deletes 14 administrative measures, such as "inspection permits for import-export inspection and assessment business", "customs declaration enterprise registration permits", "check and approval of the qualifications of asset appraisal firms that engage in securities service business", "check and approval of the professional qualifications of the directors, supervisors and senior executives of securities companies", etc.
Furthermore, pursuant to the requirements of administrative approval system reform, the scope of administration of 20 measures has been reduced, the language of seven record filing type measures has been made compliant, five administrative measures have been made provisional and the language of 72 measures has been revised and improved. A new access item, "without permission or the qualifications, land operating rights may not be transferred to an excessive extent" has been added, supplementing certain measures that are in keeping with the positioning of the list and are lawful and valid.
