State Council, Decision on Authorizing and Delegating the Examination and Approval Authority of Land

Main contents: The State Council delegates matters relating to the examination and approval of the conversion of permanent basic farmland into construction land as provided for in the second paragraph of Article 44 and matters relating to the examination and approval of the requisitioning of more than 35 hectares of permanent basic farmland or cultivated land other than permanent basic farmland or of more than 70 hectares of other land as provided for in the first paragraph of Article 46 of the PRC Land Administration Law to the people's governments of certain pilot provinces, autonomous regions and municipalities directly under the central government. The first batch of pilot municipalities and provinces are Beijing, Tianjin, Shanghai, Jiangsu, Zhejiang, Anhui, Guangdong and Chongqing and the pilot project will run for one year (Article 2).
