Main contents: Means such as online platforms shall be fully exploited to promote the matching of the supply and demand for labor and efforts increased to ensure that enterprises resume production and employ workers. Assistance shall be coordinated in resolving the difficulties faced by foreign-invested enterprises in resuming production, and their complaints shall be duly handled. Due attention shall be given to the living conditions of enterprises' foreign employees working in China and their families and assistance shall be given in duly carrying out prevention work (Article 1).
Progress in negotiations on major foreign investment projects shall be closely tracked, efforts shall be made to stay apprised of developments in foreign investment decision-making in a timely manner, communication shall be increased and active efforts shall be taken to precipitate investment cooperation and drive execution of the contracts for, and implementation of, projects as soon as possible. The construction of major foreign investment projects under construction shall be boosted, online government services shall be optimized, rapid channels for government services shall be established and relevant departments shall be coordinated in their efforts to further ensure the provision of land, workers, water, power, etc. so as to make sure that enterprise investments proceed as planned and the impact of the epidemic is minimized (Article 2).
