Cyberspace Administration of China, Provisions on Ecosystem Governance for Cyber Information and Content

Effective: March 1, 2020
Main contents: Producers of cyber information and content shall take measures to prevent and reject the production, reproduction and dissemination of the following deleterious information:
(1) using overstated headlines and grave inconsistency between the content and headline;
(2) inappropriately commenting on natural disasters and major accidents;
(3) showing gore, fright, cruelty, etc. that renders people uncomfortable; and
(4) instigating mass discrimination or regional discrimination (Article 7).
A service platform for cyber information and content shall establish an ecosystem governance mechanism for cyber information and content, formulate platform rules for ecosystem governance for cyber information and content, and improve its user registration and account management, information publication review, comment review, page ecosystem management, real-time screening, emergency handling, online rumor handling, online black market information handling and other such systems (Article 9).
