Main contents: An online audio and video information service provider shall authenticate the true identity information of users in accordance with the PRC Cybersecurity Law based on their organization codes, identity document numbers, mobile telephone numbers, etc.  Where a user fails to provide true identity information, the online audio and video information service provider may not provide it, him or her information publication services (Article 8).

An online audio and video information service provider shall establish a rumor refutation mechanism and make improvement of it, and if it discovers an online audio and video information service user using false images based on deep learning, virtual reality, etc. or audio-video generation technology to produce, publish and disseminate rumors, it shall take the appropriate rumor refutation measures in a timely manner and file the relevant information with the cyberspace administration, culture and tourism, and radio and television departments for the record (Article 13).

An online audio and video information service provider shall specify in the service agreement executed with an online audio and video information service user the parties' rights and obligations and require such user to comply with these Provisions and related laws and regulations (Article 14).
