Main contents: The Shandong Pilot Free Trade Zone (Shandong FTZ) supports the Qingdao Area in increasing the number of pilot enterprises involved in the parallel import of motor vehicles as appropriate. It will accelerate the development of digital trade, as well as promote the storage, exhibition, etc. of artifacts and cultural artworks in the comprehensive bonded zone of the FTZ (Article 5).
The development of marine industry with a difference will be accelerated. The Northeast Asia Aquatic Product Processing and Trade Center will be established. The establishment of a marine project equipment research institute and the construction of major platforms for research and development, and testing and certification, and smart sea terminals will be promoted. Marine-related equipment research, development, manufacturing, maintenance, repair and servicing industries will also be developed. The exploration of the construction of a modern transit base for bringing in marine seed industry resources is supported and the quarantine access of quality aquatic fingerlings will be accelerated. The import permit procedure for marine biological germplasm and biological products derived therefrom will be optimized, and the research and industrial application of marine biological germplasm and gene resources will be strengthened. The establishment of a state marine pharmaceutical pilot testing base and blue medicine store research, development and production base will be promoted, and marine pharmaceuticals will be incorporated into the state medical insurance directory in accordance with provisions (Article 14).
The Shandong FTZ will explore regional economic cooperation among China, Japan and South Korea. It will establish the high standard Sino-ROK (Yantai) Industrial Park and create the "two countries, two parks" cooperation model. Cooperative construction of healthcare centers is supported. The establishment of an international scientific and technological achievement transfer and transformation platform will be promoted. The compliant engagement in overseas renminbi fund business is supported. The FTZ also permits the establishment of offices in the zone by foreign exchanges (Article 17).
The Shandong FTZ will strengthen cooperation in mutual recognition of "authorized economic operators (AEO)" between Chinese and Japanese customs and between Chinese and South Korean customs, erect effective and unhindered cooperation mechanisms relating to mutual information exchange, mutual regulatory recognition, mutual assistance in law enforcement, inspection and quarantine, standard measurements, etc. The FTZ will cooperate with Japan and South Korea in determining a fresh and live agricultural byproduct list and accelerate the opening of rapid green customs clearance channels. A health and quarantine "electronic declaration, let pass if no epidemic" regulatory model for liners between signatories to free trade agreements will also be created (Article 18).
