Ministry of Commerce and Six Other Departments, Opinions on Further Promoting the Development of the Parallel Import of Motor Vehicles

Main contents: Provided that risks are controllable and subject to lawfulness and compliance, provinces, autonomous regions, municipalities directly under the central government and cities with independent development plans that are already engaged in work associated with the parallel import of motor vehicles are permitted to establish standard compliant modification depots in special customs surveillance zones (Article 1).

If, after passing official acceptance, the number of assembled vehicles imported through an assembled vehicle importing port that has secured an official reply from the State Council reaches at least 1,000 vehicles in the aggregate per year, the competent provincial-level commerce department, after submitting the provincial-level people's government approved working plan for the parallel import of motor vehicles to the Ministry of Commerce for the record, shall determine the number of pilot enterprises, which, in principle, may not exceed five (Article 5).
