Susan MokCollective land may directly enter the market for commercial land use purposes, registration procedures for foreign-invested for-profit non-curricular language training institutions are clarified and parallel import of automobiles is further relaxed.

With respect to collective commercial construction land that has been lawfully registered and is designated for commercial purposes, such as industrial and business, by the general land use plan or urban/rural plan, the landowner may allow the use thereof by an entity or individual by means of assignment, lease, etc.

Where a foreign-invested language training institution engages in the offering of training, it shall implement relevant state provisions on off-campus training institutions, apply for a school permit in accordance with standards and, once the education administrative department issues its private school permit, carry out legal person registration with the market regulation department and comply with relevant state provisions on foreign investment.

If, after passing official acceptance, the number of assembled vehicles imported through an assembled vehicle importing port that has secured an official reply from the State Council reaches at least 1,000 vehicles in the aggregate per year, the competent provincial-level commerce department, after submitting the provincial-level people's government approved working plan for the parallel import of motor vehicles to the Ministry of Commerce for the record, shall determine the number of pilot enterprises, which, in principle, may not exceed five.
