Main contents: The 2019 edition of the Catalogue comprises three categories, the encouraged category, the restricted category and the elimination category. The encouraged category mainly involves technologies, equipment, products and industries that have a key role in promoting social and economic development and are conducive to satisfying the demand of the people for a good life and promoting quality growth. The restricted category mainly involves production capacity, processes, technologies, equipment and products the processes and technologies for which are obsolete, that do not comply with industry access conditions and relevant provisions, new construction and expansion for which are prohibited and that require transformation. The elimination category mainly involves obsolete processes, technologies, equipment and products that do not comply with relevant laws and regulations, do not satisfy work safety conditions, seriously waste resources, pollute the environment and need to be eliminated. Those that do not fall into the encouraged category, restricted category or elimination category while complying with relevant state laws, regulations and policies fall into the permitted category. The permitted category is not covered in the Catalogue.
As compared to the 2013 edition, the 2019 edition of the Guiding Catalogue adds “leisure agriculture and quality rural tourism projects”, “digital rural construction and rural household information access projects”, “'internet+' agricultural product export to city projects”, etc. to “agriculture and forestry” in the encouraged category; and adds “big data, cloud computing, information technology services, and blockchain information services to the extent permitted by the state”, industrial internet networks, platforms, etc. and “research and manufacturing of quantum, brain-like and other such new mechanisms for computer systems” to “information industry” in the encouraged category.
Conversely, cryptocurrency mining such as the generation of bitcoins is listed in the eliminated category.
