Unmanned aerial vehicles are regulated to mitigate risks

Main contents: The Rules specify the unmanned aerial vehicles that require the conduct of a risk assessment and determination, including three specific types of unmanned aerial vehicles: those with a takeoff weight of between 25 and 150 kilograms; those with a takeoff weight of between seven and 25 kilograms and the operating risks of which are relatively large; and those with a takeoff weight of more than 150 kilograms and the operating risks of which are relatively small. A trial operation review of other light and small unmanned aerial vehicles is not required. In short, the Rules apply to the operation of the majority of unmanned aerial vehicles, other than those with a takeoff weight of less than seven kilograms, unmanned crop dusters and unmanned airships (Articles 1 & 2).

Pursuant to the Rules, the trial operation review sub-committee will use the Specific Operation Risk Assessment (SORA) promoted by the Joint Authorities for Rulemaking on Unmanned Systems (JARUS) to formulate the review requirements for approving trial operation (Article 1).

At the time of commencement of trial operation, a voluntary applicant shall have third-party insurance ensuring that all risks are covered in the operation (Article 6.9).
