Effective: September 1, 2018
Main contents: A Hong Kong, Macao or Taiwan resident who has resided on the mainland for at least half a year and satisfies any one of the following conditions: having lawful and steady employment, having a lawful and stable residence or is pursuing an education on an ongoing basis, may, of his or her own volition, apply for and secure a residence permit in accordance herewith (Article 2).
A holder of a Hong Kong, Macao and Taiwan residence permit has the right to hold employment, enroll in social insurance and contribute to, withdraw from and use the housing reserve in accordance with the law in the place where he/she is resident. The people's government at the county level or above and its relevant agencies shall provide the following public services to holders of Hong Kong, Macao and Taiwan residence permits:
(1) compulsory education;
(2) basic public employment services;
(3) basic public health services;
(4) public cultural and physical education services;
(5) legal aid and other legal services; and
(6) other basic public services specified by the state or locally (Article 12).
Where a Hong Kong, Macao or Taiwan resident relocates permanently to the mainland, matters shall be handled in accordance with relevant provisions, and these Measures shall not apply (Article 18).
