Main contents: Competitive stages will be relaxed in an orderly fashion and the entry of various forms of capital in the construction of infrastructure for, and the use of, natural gas is encouraged (Section One(2)). Once diversification of upstream operating entities and fair connection to infrastructure by third parties is achieved, gas sources and sales prices will be relaxed as appropriate (Section Three(2)). Concessions for gas-bearing geological formations will be relaxed and the participation of the capital of various parties is encouraged to create innovative investment/financing and construction/operation models (Section Four(3)).
