Main contents: The Measures abolish the administration by record filing of operating permits for basic telecommunications services and cross-regional value-added telecommunications services.
With respect to the requirements in respect of the system for the registration of subscriptions for registered capital, requirements such as the submission of a financial accounting report and a capital verification report when applying for an operating permit are also removed.
Apart from these, the Measures abolish the requirement of submitting an enterprise name pre-approval notice when applying for a telecommunications business operating permit, and delete the provision that a business operating permit serves as a prior procedure for amending business registration.
The annual inspection system for operating permits is replaced by the annual information reporting and publication system. Telecommunications business operators are liable for the truthfulness of their annually reported information.
