Foreign investment catalogue further lifts restrictions.

Main contents: The amended Catalogue further shrinks the scope of the establishment of, and changes to, foreign-invested enterprises that require examination and approval. Other than “the acquisition by domestic companies, enterprises or natural persons through their lawfully established or controlled offshore companies of domestic companies with which they have an affiliated relationship”, the establishment of enterprises through acquisition by foreign investors and changes thereto, where special administrative measures for access are not involved, including the bringing in of foreign investors by listed companies as strategic investors, will be subject to administration by means of record filing.

The Catalogue also further relaxes the restrictions on access to the service industry, manufacturing and mining by foreign investors, retaining only 63 of the restrictive measures, a reduction of 30 as compared to the 93 restrictive measures in the 2015 edition of the Catalogue.

It is also further expanding the policy scope of the encouraged category. The Catalogue contains a total of 348 items in the encouraged category, an increase of 6 as compared to the 2015 edition of the Catalogue and 35 items revised, adding the research, development and manufacture of virtual reality (VR) and augmented reality (AR) equipment, the research, development and manufacture of key parts and components for 3D printing equipment, the construction of urban parking facilities, etc.
