The new catalogue further opens central and western China up to high-tech FDI.

Applicability: Pursuant to the Provisions on Guiding the Direction of Foreign Investment, foreign-invested projects included in this Catalogue shall be entitled to the preferential policies for foreign-invested projects in the encouraged category.

Relevant policies of this Catalogue may be implemented on foreign-invested projects under construction that comply with the provisions of this Catalogue.

Main contents: The revised Catalogue contains 639 items, an increase of 139 items over the 2013 version. 173 new items have been added, 34 have been removed and 84 have been revised. The following are the main features:

(1) promotion of the transformation and upgrading of traditional industries: in certain provinces with superior agriculture/animal husbandry, the processing of green foods is newly added;

(2) support for the development of industries applying high and new technology: in certain provinces where the industrial foundation is relatively sound, items relating to the glass substrate for sixth generation and below TFT-LCD, manufacturing of integrated circuits, smart handsets, tablets and biopharmaceuticals have been newly added;

(3) encouragement for accelerating the development of service industries: items relating to production-related service industries such as project surveying and design, graphic design and logistics have been newly added for certain provinces;

(4) promotion of the development of labor intensive industries: items relating to export-oriented textiles, clothing and furniture have been newly added for certain interior and border provinces with abundant labor resources;

(5) strengthening of infrastructure and industrial supports: items relating to semiconductor lighting materials, automotive parts and components, and smart terminal products have been newly added for certain provinces; and

(6) based on the adjustment of the industrial structure in certain provinces, items relating to the manufacturing of automotive parts and components have been revised.
