These Provisions have been formulated pursuant to relevant provisions such as the Standing Committee of the National People's Congress, Decision on Strengthening the Protection of Online Information, the PRC Cybersecurity Law, the PRC Telecommunications Regulations and the Measures for the Administration of Internet Information Services in order to promote the healthy and orderly development of the mobile internet, create a secure and reliable information communications network environment, safeguard in accordance with the law users' right to know and right to choose, promote mass entrepreneurship and innovation and regulate the mobile internet market order.
为推动移动互联网健康有序发展，构建安全可信的信息通信网络环境，依法维护用户的知情权和选择权，促进大众创业、万众创新，规范移动互联网市场秩序，根据《全国人民代表大会常务委员会关于加强网络信息保护的决定》《中华人民共和国网络安全法》《中华人民共和国电信条例》和《互联网信息服务管理办法》等有关规定，制定本规定。
