Main contents: Reform items to be reproduced and promoted on a national scale.
(1) In the investment management field: three items, including “reform of the examination and approval of the establishment of, and changes to, foreign-invested enterprises in sectors not covered by the negative list”, “online application for tax control invoices” and “simplified deregistration of enterprises”.
(2 In the trade simplification field: seven items, including “establishment of a one-stop window for international trade on the basis of an electronic port public platform and promotion of a mechanism for free filing through a one-stop window”, “system for mutual recognition of World Customs authorized economic operators (AEO)”, “regulation of processing outside China”, and “reform of, and innovation in, management of certificates of origin”.
(3) During-the-event and post-event regulatory measures: two items, including “bringing in intermediary firms to carry out checks, reconciliation and enterprise audits in bonded zones” and “a customs system for announcement of enterprise import-export integrity information” (Article 1(1)).
Reform items to be reproduced and promoted in zones under special customs surveillance:
(1) Seven items, including “new model for oversight of repaired products entering China”, “one record filing, multiple uses”, “oversight of commissioning by enterprises outside zones under special customs surveillance of processing to enterprises in such zones”, “oversight of warehoused goods based on their state”, “spot bonded trading of bulk commodities”, “model of administration of bonded exhibition trade goods involving separate-line oversight, pre-inspection, and registration and cancellation” and “model for the oversight of bonded goods flowing between zones under special customs surveillance” (Article 1(2)).
