China restructures income distribution to foster middle-income class.

Main contents: The Implementing Opinions mention seven groups with a strong driver capacity, namely: skilled persons, new-type professionalized farmers, research and development personnel, micro and small entrepreneurs, enterprise operating and management personnel, grassroots cadre teams and disadvantaged groups with labor capacity, and promote an incentive policy for stratified income distribution so as to ultimately boost overall growth in the incomes of urban and rural residents (Section Two).

An individual income tax system combining the comprehensive and categories will be gradually established, the tax burden on middle and lower income earners will be further reduced and adjustment of taxes on high income earners will be appropriately intensified (Section Three).
