National Development and Reform Commission, Guiding Catalogue of Key Products and Services in Strategic Emerging Industries (2016)

Main contents: The Catalogue covers eight industries, including new generation information technology industry, high-end equipment manufacturing, new materials industry, bio-industry, alternate energy industry, energy-saving and environmental protection industry, digital creative industry and alternative energy vehicle industry, covering 4,000 items of products and services.

As compared to the 2013 version, the 2016 version adds close to 900 items, and artificial intelligence and digital creative industries enter the Guiding Catalogue for the first time. The detailed catalogue for alternative energy vehicles expands from the single existing item “electric vehicles and plugin hybrid electric vehicles” to three items “alternative energy vehicle products”, “battery charging, battery replacement and hydrogen refueling facilities” and “production testing equipment”.

Under the item bio-industry, new vaccines, biotech drugs, chemical pharmaceutical and active ingredient manufacturing, modern Chinese medicines and ethnic medicines, key equipment and raw and supplemental materials for bio-pharmaceuticals and bio-pharmaceutical services in the bio-pharmaceutical industry enter the Guiding Catalogue.
