Article 1:         These Regulations have been formulated in order to regulate the check and approval, and record filing of enterprise investment projects by the government, accelerate the transformation of the administrative functions of the government in respect of investment, and implement autonomy of decision making by enterprises in respect of investment.

第一条　为了规范政府对企业投资项目的核准和备案行为，加快转变政府的投资管理职能，落实企业投资自主权，制定本条例。
