The National Strategy provides a clearer definition for “state critical information infrastructure”.

Main contents: According to the Strategy, the term “state critical information infrastructure” means information facilities that have an immediate bearing on national security, national economy or people's livelihoods and that, in the event of a leak of data therefrom, damage thereto or loss of function thereof, could seriously jeopardize national security or the public interest, including but not limited to basic telecommunications networks that provide public communications, radio and television transmission and other such services, important information systems in sectors such as energy, finance, transportation, education, scientific research, water resources, industrial manufacturing, medicine and health, social security and public utilities and of state authorities, and important internet application systems.
