Main contents: Domestic futures exchanges are encouraged to engage in business such as futures bonded trading and financing secured by the pledge of warehouse receipts in the special customs surveillance zones of the free trade zone (Item 6, Section Three).

The establishment by enterprises of “overseas warehouses” and overseas operating centers for export goods is supported to accelerate the integration into the offshore retail system and the establishment of a global product trading and exhibition center and a domestic collection and distribution center for import and export goods will be explored. The development of electronic information, equipment manufacturing, smart terminals, motor vehicles and their parts and components, aviation, aerospace and other such advanced manufacturing, and processing trade with radiating capacity and technology spillover capacity is supported (Item 7, Section Three).

The bi-directional investment in domestic and foreign securities markets in accordance with provisions by qualified entities and individuals in the zone will be explored. Foreign-invested equity investment management institutions and foreign-invested venture capital management institutions are permitted to promote in the zone funds that manage renminbi equity investments and venture capital investments. Foreign enterprises will gradually be permitted to participate in commodity futures trading (Item 9, Section Three).

Qualified lease financing business in the zone is permitted to charge rent in foreign currencies. Development of the commercial factoring business is supported (Item 10, Section Three).

Multinational enterprise groups in the zone are permitted to launch cross-border bi-directional renminbi fund pool business. The offshore parents of zone enterprises are permitted to offer renminbi bonds in China in accordance with relevant provisions. Banks in the zone may extend renminbi loans for offshore projects in accordance with relevant provisions. The launch of renminbi cross-border reinsurance business is supported. The participation in mutual recognition of mainland Chinese and Hong Kong fund products by fund products in the zone that satisfy mutual recognition conditions is supported (Item 11, Section Three).

A four-hour express mail collection and distribution network covering the major economic regions throughout the country will be created. The handling of country specific customs clearance and inspection of qualified international express mail in areas in the free trade zone other than special customs surveillance zones by domestic and foreign courier enterprises is supported (Item 14, Section Three).

The establishment of international air carriage service enterprises is supported, and when the conditions are ripe, a pilot project in the zone for international transshipment and consolidation business for express air mail will be launched. Active efforts will be made to bring in locally based airlines and well-known domestic and foreign logistics integrators. Qualified foreign airlines and locally based airlines will be permitted to engage in international flight code sharing. The establishment of air goods carriage alliances with international hub airports will be explored, and cooperation will be launched with regards to air route networks, goods, data sharing, etc. The concentration of enterprises engaging in the research, development, manufacturing, repair and maintenance of aircraft, parts and components in the zone is supported, and tax exemptions will be granted for the imported machinery and equipment required for production by enterprises in special customs surveillance zones (Items 15 & 16, Section Three).

Active efforts will be made to attract the concentration of international high-end medical enterprises and research and development institutions, and emphasis will be placed on health examinations, chronic illness treatment and recovery, personal healthcare based on Chinese traditional medicine, plastic and aesthetic surgery, and research, development and incubation of advanced medical technology to foster the development of a new operational format integrating recovery, fitness, health maintenance and leisure tourism. Medical institutions in the zone may, in accordance with current provisions on clinical research on stem cells, engage in related work. Qualified Sino-foreign equity joint travel agencies registered in the zone will be permitted to engage in outbound travel business, with the exception of travel to Taiwan (Item 18, Section Three).
