Main contents: In light of the Belt and Road strategy, international production capacity cooperation will be vigorously promoted in the oil refining, olefin, methanol, tire, chemical fertilizer, agrochemical, dye, chlor-alkali, inorganic salt and other such competitive industries, petrochemical industry parks will be constructed overseas, and chain-like transfer and intensive development will be promoted so as to drive the “going global” of related technology, equipment and engineering services.
The participation of foreign investors in the merger and restructuring of domestic petrochemical enterprises is encouraged, and the launching of multinational operations by large Chinese petrochemical enterprises is supported, provided that they duly prepare risk contingency plans in advance (Section Two (7)).
