Legislation roundup: FDI, renminbi bonds in SFTZ and criminal investigations

The NDRC has drafted a revised FDI catalogue for central and western China, the Shanghai FTZ has opened the renminbi bond market and e-data has been permitted to be frozen for investigations

National Development and Reform Commission, Amendment Draft of the «Catalogue for Guiding Foreign Investment in the Dominant Industries of the Central and Western Regions»

According to the Draft, research, development and manufacture of smart robots are added for Liaoning, Heilongjiang, Anhui, Jiangxi, Chongqing and Sichuan.

Construction and operation of smart logistics ports and inland ports are added for Jilin.

China Central Depository & Clearing Co., Ltd., Guidelines on Bond Business in the China (Shanghai) Pilot Free Trade Zone

A domestic or foreign organization that has opened a free trade account (FTA) and a foreign organization that has opened a non-resident renminbi settlement account (NRA) are qualified to participate in bond business in the Shanghai FTZ.

Subject to the approval of the officer in charge of the public security authority or of the chief procurator at the county level or above, electronic data may be frozen if:

(1) there is a large volume of data and it is impossible or impracticable to access;

(2) the time required for accessing the same would be long, potentially resulting in its being altered, damaged or lost;

(3) the electronic data could be viewed more directly through a display on an online application;
