Main contents: The draft for first reading specified that “important data such as citizens' personal information” in key information infrastructure need to be retained in China. In the draft for second reading, it is changed to “citizens' personal information and important business data” (Article 35).

The draft for second reading additionally adds a provision that the information obtained by the state's cybersecurity department and relevant departments in the course of protecting key information infrastructure may only be used for the purposes of safeguarding cybersecurity, and may not be used for other purposes (Article 38).

The draft for second reading also proposes to add a provision that big data application requires the anonymization of citizens' personal information.
