Main contents: In line with the requirement of increasing the share of non-fossil fuel energy in primary energy consumption nationwide to 15% by 2020, by 2020, the power output from non-hydropower renewable energy of power enterprises, other than dedicated non-fossil fuel energy production enterprises, is required to reach at least 9% of their total power output (Article 6).

The targets for the share of consumption of power from non-hydropower renewable energy in total power consumption in the provinces (autonomous regions and municipalities directly under the central government) for 2020 issued by the Opinions vary from 5% to 13%, e.g. 13% for Liaoning and Jilin, 10% for Beijing, Tianjin and Shandong, 7% for Guangdong, Jiangsu and Zhejiang, and 5% for Shanghai and Chongqing (Appendix 1).
