Main contents: When importing motor vehicles and establishing distribution networks, pilot enterprises shall not require the authorization of the motor vehicle suppliers, and may, as actually required for their business activities, apply for an automatic import permit for motor vehicles (Article 1).

The requirement for the provision of an original manufacturer authorization document when applying for China Compulsory Certification (CCC certification) may be relaxed for pilot enterprises that have established a sound “three guarantees” and recall system for family vehicles. The quantity requirements for the certification model for non-mass produced vehicles for pilot enterprises that effectively ensure the consistency of vehicles may be eliminated. Depending on the circumstances, only the modification premises located in free trade zones of pilot enterprises that are in compliance with industry policy and relevant customs, inspection and quarantine provisions, that effectively ensure the consistency of vehicles and that only carry out standard compliance modifications in the free trade zones may be subjected to plant inspections for CCC certification (Article 2).

In free trade zones where approval has been granted to carry out a pilot project for the parallel import of motor vehicles, pilot enterprises are permitted to engage in bonded warehouse business for assembled vehicles in special customs surveillance zones for non-renewable terms of three months (Article 3).
