Shanghai to increase small and medium-sized housing supply.

Main contents: The Opinions further increase the percentage of supply of small and medium-sized residential premises on land for commercially developed housing: not less than 70% in central urban districts, and not less than 60% in suburban areas (in certain areas where the tension between supply and demand is relatively severe, the percentage of the supply of small and medium-sized residential premises is increased to 70%). The community development model in which public transportation plays the guiding role is encouraged, and the percentage of supply of small and medium-sized residential premises on land for commercially developed housing in areas adjacent to train stations (with a scope of coverage of 600 meters and 1,500 meters respectively in central urban districts and suburban areas) is increased to at least 80% (Article 2(1)).

Furthermore, the gross floor area standard for small and medium-sized residential premises in multi-story, low-rise and high-rise buildings in Shanghai is 90 square meters, 95 square meters and 100 square meters respectively (Article 2(2)).

In commercial districts, technological innovation districts and industrial communities in Shanghai as well as new land for commercially developed housing within a 1,000-meter area adjacent to them, the relevant district and county governments are required to expressly provide in the grant conditions that the percentage of commercially developed housing available for lease by the public may not be less than 15% (Article 2(3)).

Developers are encouraged to hold commercial and office property and continue to operate. With respect to newly added commercial and office land in Shanghai, relevant district and county governments are required to expressly set forth the requirements in respect of the holding of commercial and office properties in the grant conditions. The holding percentage for commercial property is not to be less than 80% and of office property not less than 40% in ordinary areas, furthermore, the same is to be held for not less than 10 years. In areas where the supply of commercial and office buildings has recently been quite large, the holding percentage of commercial property is to be increased to 100% and that of office property to not less than 60% or 100%, and the holding period is to be set at not less than 10 years or long-term holding (Article 3(2)).
