Main contents: The Draft brings new media within the scope of administration. An internet news information service permit needs to be secured to provide the public with news information gathering, editing and publication, and reprinting services through an internet site, application program, forum, blog, microblog, instant messaging tool, search engine or other application with press commentary or social mobilization functions, as well as to provide news information publication platform services (Article 6).
Cyberspace administrations at every level are required to conduct monitoring inspections of internet news information service activities, may require internet news information service providers to provide relevant information and may enter the service premises of internet news information service providers to inspect, investigate and gather evidence. Internet news information service providers are required to offer their cooperation (Article 34).
