Main contents: The Opinions state that use of the public-private partnership model is encouraged in public service sectors such as energy, transport, water resources, environmental protection, agriculture, forestry, science and technology, social housing projects, medicine, health, elderly care, education and culture (Article 12).

TOT and ROT models should be actively used to transform the public service project backlogs of financing platform companies to the public-private partnership model. With the consent of the creditors, government debts should be changed to non-government debts to relieve the debt pressure of local governments (Article 13).
