The State Council has unveiled a 10-year manufacturing strategy, the NDRC has further opened up China's capital markets and the rights for toll highway PPP projects have been clarified

This is the first 10-year action plan in the implementation of China's strategy to become a manufacturing superpower. It takes aim at 10 major strategic priorities, such as new generation information technologies, advanced rail transport equipment, fuel efficient and alternative fuel vehicles, electric power equipment, new materials, and biopharmaceuticals and high performance medical apparatus and instruments.

National Development and Reform Commission, Opinions on the Key Work Involved in Intensifying Economic System Reform in 2015
国家发展和改革委员会关于2015年深化经济体制改革重点工作的意见

According to the Opinions, a pilot project for overseas investment by qualified domestic individual investors will be launched at the appropriate opportunity, reform of the share offering registration system will be carried out and credit asset securitisation will be promoted.

Ministry of Finance and Ministry of Transport, Implementing Opinions on Promoting the Use of Public-Private Partnerships in the Toll Highway Sector

The Opinions expressly state that the toll highway rights and interests involved in the implementation of PPP for toll highway projects include toll collection rights, advertising selling rights and service facility operation rights.
