China establishes three more free trade zones in Guangdong, Tianjin and Fujian.

Maincontents: The Decision authorises the State Councilto provisionally change the relevant administrative examination and approval,except where the state specifies the implementation of special administrativemeasures for access, to administration by way of record filing in the newlyestablished Guangdong, Tianjin and Fujian free trade zones and the extendedarea of the Shanghai free trade zone in respect of:

(1) establishment of whollyforeign-owned enterprises;

(2) division or merger of whollyforeign-owned enterprises or other changes in their material matters;

(3) term of operations of whollyforeign-owned enterprises;

(4) establishment of Sino-foreign equityand cooperative joint ventures;

(5) renewal of the term of operations ofSino-foreign equity and cooperative joint ventures;

(6) dissolution of Sino-foreign equityjoint ventures;

(7) material amendments to theagreements or contracts for, and the articles of association of, Sino-foreigncooperative joint ventures;

(8) transfer of joint venture contractrights and obligations by Sino-foreign cooperative joint ventures;

(9) entrustment to third parties of theoperations and management of Sino-foreign cooperative joint ventures; and

(10) establishment of enterprisesinvested by Taiwanese compatriots.

The aforementioned adjustments inadministrative approvals will be implemented on a trial basis for three years,and where practice proves feasibility, the relevant laws will be amended andimproved. If practice indicates that the adjustment is not suitable,implementation of the relevant laws shall be restored.
