Main contents:
Twenty-seven special administrative measures for access are provisionally revised in the Zone. They include permitting foreign investors to establish wholly foreign-owned enterprises to engage in:


(1) the loading and unloading of international sea cargoes and international container terminal and yard services


(2) salt wholesaling, scope of services limited to the China (Shanghai) Pilot Free Trade Zone;


(3) the development and application of new technologies for oil exploration and development, including those for geophysical exploration, drilling, logging and downhole operation;


(4) air transport sales agency business;


(5) the research, development, design and manufacture of ancillary passenger service facilities and equipment for high-speed rail, dedicated passenger rail lines and commuter rail;


(6) the research, development, design and manufacture of rail and bridge equipment for high speed rail lines, passenger rail lines and commuter rail lines;


(7) the manufacture of equipment and apparatus for electrified railways;


(8) the manufacture of pollutant discharge equipment for railway passenger cars;


(9) the design of luxury liners, yachts and vessel cabin machinery;


(10) the design, manufacture and repair of parts and components of aircraft engines;


(11) the construction and operation of local railways and their bridges, tunnels, ferry crossings and station facilities;


(12) the wholesale, retail and distribution of vegetable oil, sugar, chemical fertilisers, and the retail and distribution of cereals and cotton (restriction on the number of retail stores is lifted);


(13) rail freight transportation services; and


(14) photographic services (excluding aerial photography and other such special photography services)
