Beijing Municipality encourages the private sector to establish non-profit hospitals.

Main contents:
In terms of the development of newly added medical resources, preferential consideration will be given to privately established hospitals. Private efforts to establish non-profit medical institutions are encouraged, and the direction of private efforts toward areas with shortages of medical resources and fields that satisfy demand for diversified and multi-tiered medical services is encouraged. Participation of the private sector in changing the organisational form and restructuring of public hospitals and cooperative establishment of hospitals will be actively explored (Article 2(3)).


Private efforts to establish rehabilitation care institutions are encouraged. Guiding second-tier hospitals with a foundation in rehabilitation care in urban districts to cooperate with large hospitals or attracting the private sector to assist in changing their organisational form or restructuring them so as to convert them into rehabilitation care institutions is encouraged (Article 2(2)).
