Applicability: For the purposes of these Measures, the phrase “random inspection of the published information of enterprises” means the activity wherein the administration for industry and commerce randomly selects a certain percentage of enterprises and conducts an inspection of the status of the information published by them through the enterprise integrity information publication system (Article 2).

Main contents: The State Administration for Industry and Commerce and the administrations for industry and commerce of the provinces, autonomous regions and municipalities directly under the central government shall, in accordance with the principles of fairness and compliance, and based on a random drawing of numbers, such as enterprises' registration numbers, select not less than 3% of the enterprises in their jurisdictions to determine the inspection list (Article 4).

Random inspections are divided into untargeted random inspections and targeted random inspections.

The term “untargeted random inspection” means that the administration for industry and commerce determines the list of enterprises to be inspected by a random drawing of numbers to select such enterprises, and conducts an inspection of the status of the information published by them through the enterprise integrity information publication system.

The term “targeted random inspection” means that the administration for industry and commerce determines the list of enterprises to be inspected by a random drawing of numbers to select such enterprises based on a specific condition, such as enterprise type, scale of operations, the industry in question or geographical area, and conducts an inspection of the status of the information published by them through the enterprise integrity information publication system (Article 5).
