Standing Committee of the National People's Congress, Decision on the Establishment of Intellectual Property Courts in Beijing, Shanghai and Guangzhou

Main contents: The Decision establishes intellectual property courts in Beijing, Shanghai and Guangzhou (Article 1). The intellectual property courts has cross-regional jurisdiction over civil and administrative first instance cases concerning patents, new plant variety rights, integrated circuit designs and technology secrets (Article 2).

Appeal cases concerning the judgments and rulings of basic-level people's courts on first instance civil and administrative cases concerning copyright and trademark shall be tried by intellectual property courts of the same city (Article 3).
