The SAIC has clarified registration rules for the business scope and name of enterprises and the State Food and Drug Administration has issued a draft on food recall measures

Where the scope of business applied for by an enterprise contains an item that requires approval before registration, the enterprise is required to apply to the enterprise registration authority on the strength of the approval document or certificate from the examination and approval authority. Where the scope of business applied for by an enterprise contains an item, other than one requiring approval before registration, that, in accordance with provisions, requires approval, the same is to be submitted, after registration thereof is approved by the enterprise registration authority in accordance with the law, to the relevant department for approval and only thereafter can the business activities commence.
