The State Council has replaced the annual inspection system with the report publication system and the PRC Work Safety Law was amended to increase penalties

国务院注册资本登记制度改革方案

The enterprise annual inspection system shall be replaced by the enterprise annual report publication system. An enterprise shall submit its annual report to the administration for industry and commerce and publish the same by the prescribed deadline for the year, and any entity or individual may review the same.

Bill for the Amendments to the PRC Work Safety Law (Draft)
中华人民共和国安全生产法修正案 (草案)

The proposed amendments increase administrative penalties. If a production or other business entity fails to take measures to eliminate potential accident hazards, it will be ordered to eliminate them promptly or within a specified period of time. If it refuses to do so, it will be ordered to suspend production and operations and undergo rectification, and fined not less than Rmb100,000 and not more than Rmb500,000.
