Main contents: Shanghai implements a Residence Permit point system (Article 20). The Residence Permit point metrics system includes basic metrics such as age, educational background, professional/technical title and skill level, number of years of work and payment of social insurance in Shanghai, etc. and, based on the socioeconomic development of Shanghai and population service management requirements, there are also metrics for additional points, metrics for reduced points, and one-vote veto metrics (Article 21).
A permit holder shall be eligible for benefits for children's education, social insurance, application for licences and passports/permits, housing, basic public health, family planning and other such benefits. (Part Five)
Residence registration and document administration for foreign nationals, stateless persons, residents of the Hong Kong and Macao Special Administrative Regions and residents of Taiwan resident in Shanghai shall be handled in accordance with relevant state and municipal provisions. (Article 43)
